Education Training Voucher Program

Central Plains Center for Services, through a contracted partnership with Nebraska Department of Health and Human Services, is committed to improving the odds for the success of foster youth through the Education and Training Voucher (ETV) program for the youth's pursuit of post-secondary education and training.

Youth are eligible for ETV funds if they have graduated from high school or obtained a GED and meet one of the following criteria:

  • State or Tribal wards who are age 17 or older
  • Youth who were in the State or Tribe's custody and received guardianship or adoption status at the age of 16 or older and have yet to reach age 21
  • Youth who were in the State or Tribe's custody on their 17th birthday and are now between the ages of 17 and 21
  • Youth who were in the State or Tribe's custody and received guardianship or adoption status at the age of 16 or older and have yet to read age 21
  • Youth participating in the ETV Program on their 21st birthday are eligible until age 23 as long as they are enrolled

Youth receiving Education and Training vouchers will be allowed to use this funding to attend private or public four-year colleges or universities, two-year community colleges, vocational-technical schools or specialized non-profit trade schools as defined in the Higher Education Services Act of 1965. ETV funds are to be used for such expenses as tuition and fees; allowances for books and supplies, as well as college application fees and tutoring expenses. The ETV voucher provided for an individual shall not exceed the lesser of $5000.00 per year or the total cost of attendance.

If you have questions or need help in completing the application you may call Andra White at 308-872-6736 (collect calls accepted). If you apply for ETV funds you will need to submit the following:

  1. Part A - Application/Youth Information
  2. Part B - Completed Education Plan
  3. Part C - Youth Budget
  4. The letter you receive from FAFSA confirming your application and you assistance
  5. A letter of acceptance from the college of your choice
  6. Your class schedule

Please submit your application 6 weeks prior to your start date.
